Several O'fallon IL women from several apartment complexes have identified a well known peeping tom. Some say everytime they BBQ, the see an image of a guy with a phone. They can never actually see him, just his shadow while he's obviously holding a recorded device. After searching several Facebook profiles, there was only one person in the area that matched the description. He has been charged with extreme peeping and peeping while black. More details soon.
