Mt Vernon resident Cindy Redding was arrested this morning for Indecent exposure, Ms Redding was caught with her pants down flashing a couple of elderly men. Ms Redding claimed she was just showing her new tattoo "Fear the Turtle" to a couple of UVA fans.
