Kevin Rodriguez, an 18 year old teenager living in Smithfield Virginia, was found to be parked on the side of a road. After police arrived Rodriguez was served with a parking traffic violation and was let go. Rodriguez has not payed the violation, nor been to his hearing date, and is currently being investigated further with a warrant out for his arrest.
